The SF BAY AREA CHAPTER of the National Docketing Association is pleased to present Lunch with the Northern District of California.

 Please join us for lunch with the Clerk of Court for the Northern District of California, Susan Y. Soong; the Chief Deputy of Operations, Kathleen Shambaugh; and Civil Court Services Supervisor, Rufino Santos.

 

Susan Y. Soong
Ms. Soong became Clerk of Court for the Northern District of California in 2015. Before she came to the trial court, Sue was at the United States Court of Appeals for the Ninth Circuit, where she has served as Chief Deputy Clerk of Operations since 2009. Before that, she worked as a staff attorney at the Ninth Circuit for a 15-year span from 1994-2009, about half that time as a supervising staff attorney responsible for up to 32 attorneys. Her responsibilities in her current position have included: training over 1000 attorneys and staff on e-filing and court practice; assisting in court rule-making; long-term planning; and managing the implementation of the NextGen electronic case management and e-filing system. Ms. Soong earned her bachelor’s degree in Human Biology at Stanford University and earned her law degree at the State University of New York at Buffalo, where she served on the law review and the moot court board and graduated magna cum laude. Outside of work, Sue enjoys playing the violin and the viola in chamber music groups throughout the Bay Area.

Kathleen Shambaugh 
Kathleen Shambaugh is the Chief Deputy of Operations for the US District Court, Northern District of California (CAND). She has been with the court since July, 2014. Prior to CAND, she worked in the state court system for the Superior Court of the State of California, County of Contra Costa for 20 years. She began her career in the judiciary as a courtroom clerk (CRD), transitioned into operations management and retired in July, 2014 from Contra Costa. Kathleen is also a Fellow of the Institute of Court Management through the National Center for State Courts, completing the program in a graduation ceremony at the U.S. Supreme Court in Washington, D.C. as a member of the class of 2014. She holds a J.D. from Pepperdine University School of Law and a B.A. in Political Economy from University of the Pacific.

Rufino Santos
Rufino Santos is the Northern District of California's Civil Court Services Supervisor and has been with the court for 33 years. He manages the bulk of case processing and the CSA’s (Case System Analysts, formerly known as Docket Clerks).
